The Multisectoral Plan of Action for Universal Access to HIV Prevention, Treatment, Care and Support 2007 –
2010 has been developed by the Government of Ethiopia’s HIV/AIDS Prevention and Control Office (HAPCO), in
collaboration with government ministries, civil society and international partners. The general objective of the
Plan of Action is to serve as a common action plan for all partners to attain universal access to HIV prevention,
treatment, care and support.
