የኢትዮጵያ የጤና መዴህን ኤጀንሲ የማህበራዊ ጤና መዴህን ስርዓትን ሇማስፇጸም በሚኒስትሮች ምክር ቤት ዯንብ ቁጥር 191/2003 አንቀጽ 9 (9) በተሰጠው ስሌጣን መሠረት ይህንን መመሪያ አውጥቷሌ፡፡

በአዋጁ እንዯተሇገጸው የማህበራዊ ጤና መዴህን ስርዓት ኅብረተሰቡ የጤና አገሌግልት በሚሻበት ወቅት አብዛኛውን ከኪስ የሚከፇሌ ወጪ በመቀነስ ጥራት ያሇውና ሁለን አቀፌ የጤና አገሌግልት ሽፊን ቀጣይነት ባሇው መሌኩ እንዱያገኝ ያዯርጋሌ፡፡
