Abstract:
The National Action Plan for Health Security (NAPHS) development process relied on the
efforts of numerous government and non-governmental organizations, developmental
partners, and educational institutions. The first NAPHS of Ethiopia (2019-2023) was
successful because it involved all sectors and was well aligned with the country’s overall
health policies. It has been shown to significantly improve capacities to prevent, detect, and
respond to health threats, with benefits extending beyond the health sector. The second
NAPHS (2024/25-2028/29) also follows best practices established in the previous NAPHS
development by engaging various multisectoral government sectors and development
partners. The development of the current NAPHS, initiated and led by the Ministry of Health
(MOH) and the Ethiopia Public Health Institute (EPHI), involved sectors such as the Ministry
of Agriculture (MOA), the Ethiopia Wildlife Conservation Authority (EWCA), the
Environmental Protection Authority (EPA), among others.
