The Ministry of Health (MOH) is spearheading a sector-wide reform to enhance the&#13;
accessibility and quality of health services. Since 1997, Ethiopia has followed successive&#13;
Health Sector Development Plans (HSDPs) and implemented the Health Sector&#13;
Transformation Plan (HSTP) I &amp; II. The HSTP II was revised after three years of&#13;
implementation and the Health Sector Medium Term Development and Investment Plan&#13;
(HMIP) was developed for the period of 2023/4 to 2025/26. The HMIP aims to improve&#13;
domestic financing by developing investment plans, using the existing HSTP II as a reference&#13;
document.

Pharmaceuticals Fund and Supply Agency (PFSA) is coordinating sector wide efforts aimed at &#13;
significantly improving the sustainable availability of quality assured pharmaceuticals at an &#13;
affordable price to the public and promote rational use of medicines. As part of this effort, the &#13;
Agency in collaboration with CHAI, MSH/Heal-TB, JSI, USAID/DELIVER Project and UNFPA has &#13;
developed the first edition of Comprehensive Manual for Quantification of Pharmaceuticals &#13;
(Health Program and Revolving Fund Pharmaceuticals) in Ethiopia with a view to standardize &#13;
work processes and to make clear the role and responsibilities.

Ethiopian Pharmaceuticals Supply Service
Establishing Drug and Therapeutics Committees (DTCs) at health facilities is one of the most &#13;
effective strategies to improve the supply management and use of medicines. DTC provides a &#13;
forum to bring together all the relevant professionals to work jointly to improve healthcare &#13;
delivery through the proper management and rational use of medicines. There has been effort to &#13;
establish and operationalize DTCs at health facilities in Ethiopia since the 1980s. The National &#13;
DTC Guideline was issued by the then Drug Administration and Control Authority (DACA) in &#13;
2004. Many hospitals and health centers are able to establish and operationalize DTCs as a result &#13;
of the effort made by the Agency so far, in collaboration with concerned government bodies and &#13;
development partners, so far in the form of training and supportive supervision
