The GoE through MoH requested the Bank for finance to address the priority needs of the HSTP II &#13;
through the Sustainable Development Goals Performance Fund (SDG PF). The goals of the SDG PF are&#13;
to augment financial gaps of HSTP II in priority areas. In response to it, the Ethiopia PforR Strengthening &#13;
Primary Health Care Services (SPHCS) project was developed which consists of both PforR and IPF &#13;
components. The main focus of the IPF component is on emergency health and nutrition response in &#13;
conflict-affected areas, having a total allocated fund of US 124 million to be financed by the IDA. Both &#13;
the Health PforR and IPF components will be implemented from 2021-2025 through the MoH, the &#13;
Immigration and Citizenship Services (ICS) and their regional counterparts. This ESMF is designed to &#13;
address the environmental and social risks management aspects of the IPF component project. Its main &#13;
objective is to establish an environmental and social management process that meets the National &#13;
environmental and social requirements and World Bank ESF standards applicable for addressing &#13;
environmental and social risks of the Investment Project Financin (IPF) Component of the Program for &#13;
Result (PforR) SPHCS subprojects

As a country of more than 110 million people with more 78% rural residents, ensuring provision of preventive,&#13;
promotive and curative health services with access and equity in mind is critical. Cognizant of these, an&#13;
innovative approach which employed an army of women health workers known by the name health extension&#13;
workers was initiated in 2004. The program has become a flagship intervention, which has managed to employ&#13;
36,633 HEWs deployed all over the country in agrarian, pastoralist, and urban settings. The program also&#13;
established 17,685 health posts. It is believed that, the HEP program has played a pivotal role in improving&#13;
access, in reducing maternal and child morbidity and mortality.

In the national quality strategy, sharing best practices across facilities and institutions through&#13;
which facilities and providers identify quality gap and solutions for the quality improvement has&#13;
been given due emphasis. To this end, this quality bulletin is prepared and presented in two sections&#13;
that includes: Major initiatives under the health service quality directorate and quality&#13;
improvement projects and studies selected for learning. There are a lot of good ideas tested as&#13;
presented in this bulletin and I hope it will help to further develop our collective knowledge and&#13;
understanding of quality improvement in the healthcare.

The National Healthcare Quality and Safety Strategy (2021-2025) is a continuation of the&#13;
previous National Quality Strategy (2016-2020). The approach for preparing this strategy&#13;
document was informed by the previous quality strategy implementation. Based on the lesson&#13;
gathered from the previous National Quality Strategy evaluation, the current National&#13;
Healthcare Quality and Safety Strategy document has established a transparent and&#13;
participatory process of development involving the diffract directorates in the ministry of&#13;
health and agencies, patient and professional associations, partners, and health facilities.  The&#13;
development process had three teams. The Writing Team, primarily responsible for the overall&#13;
drafting of the strategic document; the Technical Team which consists of the three technical&#13;
working groups; National quality working group, national healthcare safety working group,&#13;
and Maternal and neonatal Health quality of care working group that provided technical inputs&#13;
through consultative workshops and regular meetings; and the National Quality Steering&#13;
Committee for guidance and approval in the overall preparation of the strategy.
