From a Pharmaceuticals Supply Chain perspective, procurement is a strategic business&#13;
function designed to consult the market for the purchase of pharmaceuticals and other&#13;
health products. A Procurement Strategy is one of the important road maps for&#13;
implementing the recommendations of the Pharmaceuticals Sector Transformation Plan&#13;
(PSTP). The purpose of a Procurement Strategy is to guarantee economy of scale; to ensure&#13;
the transparency of operations; and to obtain the desired quality of pharmaceuticals and&#13;
services at the best possible price.

In response to a request from the Ethiopia Pharmaceuticals Supply Service (EPSS)*&#13;
 General Director, R4D proposed the Ethiopia Market Shaping&#13;
Capacity Improvement Project (MSCIP) to provide&#13;
support for the development of a system-level&#13;
market shaping approach in Ethiopia. Under this&#13;
project, R4D is working to co-design a comprehensive market shaping strategy and to build the&#13;
capacity of the newly established Quantification&#13;
Market Shaping Directorate (QMSD) to play a lead&#13;
“market manager” role. In that role, QMSD will be&#13;
able to proactively identify and address market inefficiencies, and therefore improve access to high&#13;
quality and affordable essential health and nutrition products in the public health system.

The Ethiopian Pharmaceuticals Supply Agency (EPSA) is one of the key institutions in the &#13;
country‘s healthcare system. Since its establishment, the Agency has played an indispensable &#13;
role in the achievements of the health sector in terms of reducing morbidity and mortality that &#13;
result from communicable and non-communicable diseases. Over the years, the range and &#13;
quantity of pharmaceuticals the Agency has procured and distributed has significantly &#13;
increased. The Agency also stores and distributes products procured through donor/partner &#13;
support or obtained through direct donation.

The EPSA has been determined to meet the increasing pharmaceuticals demand in the country since its establishment in 2007. The agency has been expanding hubs, warehouse infrastructure, increasing procurement volume, integrating&#13;
the supply management of pharmaceuticals that were previously managed vertically, enhancing direct delivery to health facilities and deploying automated health commodities management system (HCMIS) in all its hubs and in most of the high-volume health facilities. Despite the significant achievements in the last ten years, there are challenge that needs to be addressed to realize&#13;
a highly responsive and seamless pharmaceutical supply chain able to meet the growing for pharmaceuticals demand. Assessments conducted at different levels of the supply chain and by different organizations identified interrupted&#13;
supplies, delayed installation of medical equipment, wastage, and inefficiencies as major problems across the entire supply chain. In effect, there is high dissatisfaction of health providers, patients, and the community at large. To address these challenges, transforming the agency has been acritical concern of the health sector.
