The annual number of both new infections and AIDS-related deaths have declined by more than 80% since their peaks in the 1990s and early 2000s. These achievements have been largely financed by external donor resources and development partners. In the past five years, external resources for HIV have declined sharply. Between 2011 and 2016, such resources for the HIV program averaged nearly US$350 million per year.
