The Ministry of Health (MOH) is spearheading a sector-wide reform to enhance the&#13;
accessibility and quality of health services. Since 1997, Ethiopia has followed successive&#13;
Health Sector Development Plans (HSDPs) and implemented the Health Sector&#13;
Transformation Plan (HSTP) I &amp; II. The HSTP II was revised after three years of&#13;
implementation and the Health Sector Medium Term Development and Investment Plan&#13;
(HMIP) was developed for the period of 2023/4 to 2025/26. The HMIP aims to improve&#13;
domestic financing by developing investment plans, using the existing HSTP II as a reference&#13;
document.

center of excellence initiative is ultimately designed to accelerate the change management process&#13;
of the agency through continuous improvement of the operation.
